１２　いよいよ本題へ　(20120626)
 
以前にも書きましたが、私の仮説は、「社会の規則や組織などは、一人では解決できず集団で取り組まなければ解決できない問題（社会問題）を解決するために作られたものであり、またそのようなものとしてのみ正当化される」ということです。この仮説の説明ないし証明が、この書庫の本来の課題でした。
しかし、それに先立ってこれまで、次の二つの課題を論じてきました。
課題１「人間社会そのものが、一人では解決できず集団で取り組まなければ解決できない問題を解決するために作られたものである」を説明すること
課題２「人格は、個人（あるいは個体）では解決できない社会問題を解決するために作られた制度である」を証明すること
 
どちらも明晰に説明ないし証明ができたとはいえません。それにもかかわらず、まずこれを論じたかったのは、「社会」や「個人」を前提したうえで、当初の仮説（テーゼ）「社会の規則や組織などは、一人では解決できず集団で取り組まなければ解決できない問題（社会問題）を解決するために作られたものであり、またそのようなものとしてのみ正当化される」の証明をするということを避けたかったからです。「社会」や「個人」がどのようなものであり、どのようにして成立するのかをも、このテーゼにもとづいて論じたいと考えたからです。その試みは、現段階では不十分ですが、私が考えようとしていることのあらましを理解してもらえれば、一応の意図は達成できたことになります。

というわけで、いよいよ本題です。次のテーゼの説明をしたいと思います。そして、このテーゼを出発点にして、社会の全体についての包括的な説明を追求したいと思います。
 
テーゼ「社会の規則や組織などは、一人では解決できず集団で取り組まなければ解決できない問題（社会問題）を解決するために作られたものであり、またそのようなものとしてのみ正当化される」
 
　このテーゼを次の図をもちいて説明したいと思います。（以下は拙論「社会問題とボランティアの公共性」の一部からの転載です。）
 

 
　＜社会的出来事と社会問題の関係＞の説明
　ある社会的出来事は、社会問題の現れ、一事例として「解釈」されたり、「説明」されたりします。逆に、社会的出来事は、ある社会問題があることを確かに示す「証拠」となります。
　ここで、＜社会的出来事・社会現象＞と＜社会問題＞を点線の四角形で囲んであるのは、これらが別の現象ではなくて、同一の現象の異なる捉え方だからです。これに対して、＜社会問題＞と＜社会運動＞と＜社会制度＞の３つは社会を構成する、別の現象であって、単なる見方の違いなのではありません。
　＜社会的出来事＞の説明
　社会の中のすべての出来事が、つねに社会的出来事であるわけではありません。ある出来事を「社会的出来事」として捉えることは、すでに一つの「解釈」です。また、ある出来事を、単なる個人的な出来事とか私的な出来事としてとらえるのも一つの「解釈」です。たとえば、「ニート」（NEET＝“Not in Employment, Education or Training”の略語で、英国の労働政策の中から生まれた言葉だといわれる。「無業者」ともいう）について考えてみましょう。この出来事は、当初は単に個人的な出来事と見なされたことでしょう。しかし、類似の出来事が多く観察されるようになると、それはある「社会現象」として理解されるようになります。そして、「社会現象」として捉えられることによって、それは「社会的な出来事」として解釈されるようになります。（もちろん、ある出来事が社会的出来事として解釈されるときに、それが頻出して見られる「社会現象」として解釈されるということを常に介するわけではありません）。また「社会現象」や「社会的出来事」のすべてが、問題を孕んだ困った出来事であるとは限りません。しかしこれが問題を孕んだものと理解される場合、この「社会的出来事」は、「社会問題」の一事例として理解されるようになります。「ニートの増加」は、最近社会問題として認知され始めている。すべての社会問題は、具体的に誰かある人（人々）が困窮するという社会的出来事として現象するはずです。この「ニート」の場合には、その当人や家族が常に困っているとは限らない。しかし、もし多くの場合に当人も家族も困っており、しかもその解決には何らかの社会的な取り組みが必要だと考えられているのだとすると、それは「社会問題」として「解釈」され、「社会的に構成」されていくのです。
　
　＜社会問題と社会運動の関係＞の説明。
　社会問題とその解決方法についてのある信念が一般的に広まると、その解決の実現を求める社会運動が起きます。大きな事件や災害など一回の社会的出来事が、社会運動を活性化するきっかけになるということもありますが、その場合にも、その社会的出来事が社会問題の現れとして解釈され、その解決方法についての信念が共有されるということが必要です。こうして社会問題は、社会運動の「原因」となります。逆にいうと、社会運動は、社会問題によって「正当化」されることになります。社会運動は、①ある問題が社会問題であることの認知をもとめる活動、②社会問題の解決のための直接的な活動（災害救援など）、③社会問題の解決方法を政府や企業などに政策提言する活動、などに区別することが出来ます。ところで、これら①②③に関して、人々の合意が得られるとは限りません。ある現象を社会問題として認めない人もいれば、解決方法に反対の人もいることが予想されるからです。そのとき、この考えの対立自体が、深刻な社会問題となることもありえます。（このような場合に、公共の議論が必要になります。）
 
　＜社会運動と社会制度の関係＞の説明
　社会運動は、社会問題の解決の為にある制度の創設や改廃を目標にするということがあります。しかし、社会運動の中には、制度の創設・修正を目標にしないものもあります。たとえば、災害救援のボランティア活動のように、運動そのものが、社会問題の解決である場合があります。したがって、社会運動がすべて社会制度の創設・改廃へ向かうとはかぎりません。また、社会問題は、いわゆる社会運動を経由せずに、直ちに社会制度の創設・改廃によって解決される場合もあります。ところで、社会運動が、社会問題によって「正当化」されるのと同様に、社会制度は、社会問題の解決策としてのみ「正当性」を獲得することができます。ある社会運動自体が別の社会問題を引き起こすことがあると述べたのと同様に、従来の社会制度自体が、社会の変化のために、社会問題の解決のために適切に機能しなくなるということや、別の社会問題を引き起こすということもありえます。この場合には、社会制度は「正当性」を失ったということであり、その制度の修正や廃止が「正当化」されることになるでしょう。
