消費税の逆進性への反論への批判

消費税には逆進性がないという悪質な議論をネット上に目にしたので、批判したいとおもいます。
 
その反論者も、消費税が、たしかに所得のごく一部しか消費しない人にとっては、税率が低くなっていまうことをみとめます。しかし、もし豊かな人も短期のうちにではなくて、生涯のうちには、その所得を消費に使ってしまうとすれば、同じ消費税率をはらうことになるというのです。
 
この反論には、二つの間違いがあります。
第一に、高額所得者が、その所得を障害のうちに消費してしまうということは、統計的にありえないということです。それは消費性向の値がしめしているとおりです。
第二に、もし長期のうちにかなりの所得を消費してしまうとしましょう。しかし、そのときでも例えば、それが平均２０年後であるとすると、２０年の間に所得には利子が付きます。それは５％以上のものになるかもしれません。結局、２０年後の消費で５％との消費税を支払っても、彼は実質的にはまったく消費税がかかっていないことになります。
 
反論者も、高額所得者が、その生涯のうちに、その殆どの所得を消費してしまうとは、考えてないようです。そのかわりに、相続税に５％をうわのせすればよいのだと言います。しかし、それではまったく不十分です。前に述べたように、所得を得てから相続するまでに、利子がつきます。したがって、これでは、逆進性が解消されるとはいえません。逆進性を完全に解消sるうには、どうするべきでしょうか。（細かな計算方法に確信がもてませんが、例えば）所得を得てから相続するまでに得られる利子も税金とし、その元本に消費税をかけ、その残りに贈与税をかけると言うのならば、消費税の逆進性は、無くなるかもしれません。
 
私の批判は、まだ不十分かもしれませんが、消費税の逆進性を否定しようとする議論は、悪質としかいえません。
